PPCC Board Meeting Recap - 2/27/25 

Here is a brief recap of our February 27th meeting:
 
Presentation: We were privileged to have an informative presentation by representatives of the respected architectural firm Marmol-Radziner (Leo Marmol, managing partner and Jonathan Schnure, Studio Manager), as well as representatives of Crest Realty, on "the Path to Reconstruction."  See the meeting recording of their presentation and Q&A HERE.  

Reports: We also had reports and announcements from the President, board members and government representatives (SLO Brian Espin and CD 11 Palisades Deputy Arus Grigoryan). SLO Espin reported on a plan to launch a drone program and asked for support in the future, once the pilot launches. There will be a demonstration and a methodology to express community input. He addressed the backlog at checkpoints and suggested some passes were copied so officers began verifying IDs. A balance is being sought betwee safety and expedience. Arus reported that DWP has listed Do Not Drink orders in some areas (see the directive here). She also reported that mud and debris clearance was still underway and attention is paid to areas of concern that people raise, including Rustic Canyon as well as Sunset Boulevard. They have also addressed the utility boxes that need to be secured on PCH and are working to address the traffic back up leading into the Palisades. 

Committee Update: Rebuild Committee Chair, David Schwarz, gave a report on the emerging work of the Committee which was meeting meeting weekly, and finalizing a proposed set of "Guiding Principles" which will be brought to the board. With the approval of the Executive Committee, they are also seeking bids for a professional survey of community opinion for board approval.

Motions: Several votes on motions from the land Use Committee (LUC) were taken, after discussion, following a written report explaining the motions on the agenda from the LUC Chair (who was unable to attend) which was read by PPCC President. The votes included a Motion regarding CC&Rs and retaining walls. the motion was desegregated with the latter portion tabled, and the following motion passed: "Pacific Palisades Community Council (PPCC) requests that LADBS inform all building permit demolition permit and grading permit applicants in a single-family zone within the 90272 zip code area that their parcel may be subject to recorded Covenants, Conditions, and Restrictions (CC&Rs), which are private agreements that may impose additional restrictions beyond LADBS approvals. LADBS is not responsible for ensuring compliance with CC&Rs. Applicants are advised to obtain a current title report to determine if CC&Rs apply and to review them with their consultants before commencing construction.”

A second Motion to support a CW Park motion for a report back on creation of a Climate Resiliency District also passed. A third Motion passed to support the report back on inspection and repair of fire hydrants. We also passed a motion by Chris Spitz and Maryam Zar to support a CW Park motion for a report back on soils testing and remediation by the City/BOE on parks, parkways and medians in the burn zone in Pacific Palisades.

County Wildfire Relief Funds Receive a 
Multimillion Dollar Boost from Fire Aid 
 
From LA County Wildfire Information: 

"Funds will be used to directly support impacted residents and small businesses

Los Angeles County gratefully acknowledges $8 million in wildfire relief grants from FireAid, which will be used to support direct assistance to impacted residents, workers and small businesses.

The grants include $2.5 million for the LA County Household Relief Grant program for residents displaced by the Eaton and Palisades fires. The online application period for these grants opens today, February 26, and closes on March 12, 2025. Eligible households can receive up to $18,000 based on household size and composition. Read the criteria here. The relief fund will distribute more than $30 million in financial assistance to wildfire survivors for housing costs, living expenses and funeral costs. Priority will be given to the most impacted households based on need, including insurance status, social and economic vulnerability, loss of life, health conditions, and other risk factors.

FireAid provided an additional $2.5 million grant to support the County’s LA Region Worker Relief Fund, which provides cash assistance grants of up to $2,000 for workers who lost employment or income because of the disaster. This includes those who worked in the fire-impacted areas, but live elsewhere.

A FireAid grant of $2 million was awarded to the LA Region Small Business Relief Fund for small businesses and nonprofit organizations that incurred structural loss, structural damage, equipment/inventory loss, or revenue loss because of the disaster. Grants can range from $2,000 to $25,000, depending on disaster impact.

The deadline to apply for the Worker Relief and Small Business Relief Funds has been extended to 5 p.m. on March 2, 2025.

FireAid also contributed $1 million to the County Department of Arts & Culture’s 2025 LA County Wildfire Recovery Resources.

"PEP and Theatre Palisades Youth invite the community to its winter musical Crazy for You. This all-youth production, originally slated to run at Theatre Palisades, lost to the fire, will now perform at Paul Revere Middle School’s auditorium, Feb 28 to March 9. Tickets at
Theatre  Palisades Youth.

Complimentary tickets will be provided to those who lost their homes in the fires. Crazy For You revolves around a small town that scrambles to put on a lively show—with cowboys, showgirls, and 1930s Follies—to save their theater from ruin. With a glorious score from George and Ira Gershwin, this musical is perfect for the entire family."
