What's on the Agenda?
 
We have a packed agenda, featuring interesting presentations and several important motions!

Presentations:
--  A Small Business Administration (SBA) communications officer will provide valuable information on the SBA Loan process.

-- Bureau of Street Lighting (BSL) representatives will update us on the status of street lighting in the Palisades.

-- We'll learn about the soon-to-be-opened Palisades Community Renewal Center
(PCRC).

-- We'll also have updates by the Rebuild Committee (working with NORC on finalizing the community survey); and the Grants Committee (nearing completion of guidelines for applications for grants/donations from PPCC).

Motions:
--  The 2nd Distribution and Board vote on 
Bylaws amendments proposed by the Bylaws Committee will take place. See the 
Committee Report for a summary and links to the proposed amendments (redline and clean draft, also linked on the PPCC website and in the 8/14/25 agenda).  Briefly, the proposed amendments would create one position of Secretary; allow the President's retention of an administrative or technical assistant; and provide for a streamlined alternate method for annual certification of organizational members.

-- We'll take up a motion recommended to PPCC by the Westside Regional Alliance of Councils (WRAC), involving proposed alternate transportation modes for Metro's major Sepulveda Corridor Transit Project (SCTP) -- planned to carry riders in the future on high speed rail (either a subway or monorail) through the Sepulveda Pass and ultimately to LAX, with a possible station on the UCLA campus (strongly supported by PPCC and WRAC); the motion calls for support of the subway option, which is projected to travel faster and carry more passengers than the monorail. Note that comments on the DEIR for the project are due by 8/30/25.  See the agenda linked above (item 11.1) for motion text, key points and other background information.

-- The Board will also consider a motion sponsored by the PPCC LUC, for PPCC to support a motion in City Council by CW Traci Park calling for a report on the city's non-compliance with AB 747 (as reported in the LA Times) and the status of its evacuation planning, and additionally, for PPCC to request expediting of after-action reports on the fire by LAFD and the Office of Emergency Management (critical reports that 7 months later still have not been completed or made public).  The motion text and background information can be seen in the agenda linked above (item 11.2).

What's upcoming this Fall?  In September, we'll resume our twice monthly meeting schedule (the 2nd and 4th Thursdays of each month).  Our next meeting on September 11 will tentatively feature presentations by the Friends of the Palisades Library and the Palisades Long Term Recovery Group (PaliLTRG) -- a "new initiative connecting fire survivors with donor relief organizations, recovery resources and disaster case management" (per CW Park). . . . We'll also begin planning for the annual Citizen of the Year event in December . . , . We won't allow the disaster to prevent this beloved community tradition, dating back almost 80 years, with the first Citizen of the Year award in 1947!

Brief Recap:
August 7th Special PPCC-CD 11 Meeting

We welcomed hundreds of attendees to the special meeting last Thursday, August 7th, to hear informative presentations by our Councilwoman Traci Park and global infrastructure consulting firm AECOM -- tasked with developing a longterm rebuilding plan for the Palisades. Representatives of AECOM presented a slide show and spoke about their work and plans for the rebuilding. The Councilwoman provided details about her Vision Plan for the Palisades's recovery and answered numerous questions from Board and audience members.

PPCC EC Letter to Governor Newsom

The PPCC Executive Committee has written to Governor Gavin Newsom, thanking him for his support for the Palisades in issuing his Emergency Order concerning SB 9 (which for now has been paused in the Palisades burn area), and further letting him know about our opposition to SB 79 (another dangerous housing density streamlining bill, now proceeding in the legislature).  We understand that both of our state representatives -- Senator Ben Allen and Assemblymember Jacqui Irwin -- are also opposed, as are other Westside legislators.

Our letter asks for the Governor's help in urging SB 79's author (Sen. Wiener) to withdraw the bill, or amend it to include an unconditional exemption for the Very High Fire Hazard Severity zone.  We also request that he VETO the bill if it passes in the legislature without such a full exemption.

We are encouraged that Gov. Newsom's Regional Director has acknowledged receipt, expressed appreciation, and indicated that our comments will be considered should the bill reach the Governor's desk for signing.

UCLA Evacuation Survey

Santa Monica Canyon Civic Association / the Canyon Alliance has alerted us to this new survey of 2025 wildfire evacuation experiences, from the UCLA Institute of Transportation Studies:

"On behalf of the UCLA Institute of Transportation Studies, we are sharing a survey to capture your experiences evacuating during the 2025 wildfires.  We haven't seen anyone else looking into the transportation experiences, and this is critically important data to gather. According to a recent LA Times story, State law requires local governments to include evacuation elements in their planning, and the City of LA has not completed such analysis, and the progress is "ongoing."

"We believe it’s essential to understand any challenges you may have experienced so that these issues can be addressed in future disaster evacuation plans based on real-life experiences. The survey link is available here, and it should take no longer than 15 minutes. to complete. . . . For questions, please reach out to Professor Evelyn Blumenberg at eblumenb@g.ucla.edu."
