Pacific Palisades Community Council Potrero Bridge meeting hosted by CD11, Updates on City Ordinances & more
LETTERS & POSITIONS:
Two letters have been written since PPCC met last on November 9th.
At the request of our Primary education representative, and following an update from CD11 with respect to the hiring of a crossing guard for Canyon School as they grapple with traffic near the school and recover from three lock-downs in the week preceding Thanksgiving break, PPCC has learned that LADOT has determined not to hire the requested crossing guard for Canyon School, even though both LAUSD and CD11 have advocated for it. PPCC has since weighed in with this letter, and have received a response from LADOT, saying "[we will] have staff review the attached letter and get back to you as soon as possible." PPCC president has followed up for a response.
We have also written to the Council Office, regarding street trees and their illegal removal. Our friends at Brentwood Community Council have taken a position asking for the Councilwoman to request a right of private action in the face of bad actors. We have not gone that far, as our board has not reviewed that proposition, but we have affirmed that there needs to be better enforcement of existing tree removal laws, and more tools in the enforcement toolbox, to protect our collective tree canopy.
Following a WLA APC meeting in November, PPCC EC renewed the request to the City Attorney and by extension to City Council that Brentwood and Pacific Palisades Community Councils be recognized as organizations carrying the voice of their communities, as models for the neighborhood Council system currently in place at LA City. We have recived favorable replies from both the city Attorney and the office of Councilwoman Traci Park, and look forward to working through that process, and seeing it to fruition in 2024. UPDATE ON TWO ORDINANCES WE'VE BEEN WATCHING:
At the direction of the Los Angeles City Council, Los Angeles City Planning has prepared ordinances to amend the Zoning Code to allow the Los Angeles County Metropolitan Transportation Authority (Metro) to implement the TCN program (Council File: 22-0392). Metro is proposing to erect digital display signs on Metro-owned parcels throughout the City that are adjacent to certain freeways and major streets as part of its TCN program. The proposed ordinances, known collectively as the Metro TCN Ordinance, will create a new Supplemental Use District (SUD) and include a Zone Change to apply the TCN SUD and its regulations to specific parcels owned by Metro. PPCC has taken a position against this ordinance and the development of Metro to implement the TCN program. See our letter(s) here (under the "Digital Advertising" heading).
The PLUM Committee meeting will provide another opportunity for the public to share their feedback and comments on the proposed Metro TCN Ordinance and project on December 5th at 2PM. See meeting details below.

Public testimony will also be heard during the general public comment portion of the meeting in-person only; there will be no public comment accepted by teleconference during the meeting. City Planning’s Al Fresco Ordinance amends provisions of Los Angeles’s Zoning Code to facilitate outdoor dining on private property. Recognizing the success of the emergency outdoor dining authorizations, the proposed ordinance will simplify current Zoning Code regulations for restaurant owners who wish to offer outdoor dining in private property areas including but not limited to parking lots, patios, and plazas. Specifically, this ordinance seeks to make permanent the temporary zoning relief measures for private property introduced during the pandemic that allowed restaurant operators to utilize their parking spaces to facilitate outdoor dining.
A revised Ordinance, updated Fact Sheet and Regulations Comparison Chart (also see the Simplified Chart dated April 2023), have been released, reflecting feedback received during the public hearing and comment period on the initial draft Ordinance. The revised Al Fresco Ordinance and Staff Recommendations Report was approved by the City Planning Commission (CPC) in April (see the Letter of Determination). As the Holidays are here, our community is more appealing for our property crimes. We need to stay vigilant and help keep an eye out for our neighbors.
Keep communicating with each other when there is something suspicious in the neighborhood. If warranted, call the Police to have Officers come out to investigate. I know the wait times are long but we need the calls for service to paint our crime picture so we can effectively deploy whatever resources we have to address the issue.
As you can see in the map and description. We had a very busy last week. There was a big spike in our part 1 crimes. I met with Detectives to see if there are any patterns that we can try and narrow down to specific times or days. By looking at the map you can see that the crime was spread around the Sunset corridor. Please do not leave any valuables in your vehicles. These criminals are out walking around at night and during the day checking cars on streets and driveways. Try to make your property a little harder to access. One idea might be to use environmental barriers (thorny plants, cactus) to deter people from climbing into your yard. Some of our burglars are coming into the backyards of residences using the surrounding hillsides (trails, brush area). They might park a street or two over then hike in through the brush to gain access to the rear yard. Keep an eye out if you live near these trailheads or parking areas where there is easy access to the brush / hillsides.
